Is Armenia obliged to arrest Putin?
I had the honor of speaking at the international conference in Yerevan on the challenges of membership of the ICC (International Criminal Court).
As a new member of the ICC Armenia has to implement the court's arrest warrants - even against sitting heads of state such as Vladimir Putin. The ICC relies on the cooperation of states - but this does not always work. With the right Negotiation tactics and political will, it can still succeed.
